GLOBAL PROBLEMS. GLOBAL DECISIONS.
A Global Petition to address together the risks no country can solve alone
Climate change, biodiversity loss, nuclear risk, pandemics, resource scarcity and emerging technologies do not stop at national borders.
Yet the decisions needed to address them still depend largely on nearly 200 states with different interests, priorities and timescales.
When a danger concerns everyone, we must be able to protect ourselves together.
We call on governments and international institutions to begin a process to build a shared capacity for prevention and decision-making on major global risks, limited to problems that states cannot effectively address alone.
We are not calling for an authority governing every aspect of national life.
We are calling for tools appropriate to the scale of the problems: with clearly limited responsibilities, grounded in scientific knowledge, democratic representation, participation by states, transparency and independent oversight.
THE FORM CAN BE DISCUSSED. THE NEED CANNOT.
How these mechanisms should be designed must remain open to public debate.
Should existing international institutions be profoundly reformed? Should new ones be created? What powers should they have? What limits? What safeguards?
We do not ask everyone to agree on the solution. We ask them to recognise the problem and begin building a response together.
Millions of signatures can demonstrate that there is a global public demand for stronger cooperation and decision-making tools appropriate to the scale of the risks.
