GLOBAL PETITION
Global problems require global responses
Climate change, biodiversity loss, nuclear risk, pandemics, resource scarcity and the uncontrolled development of new technologies can produce consequences that cross borders and generations.
Yet the decisions needed to prevent and address them still depend largely on States with different interests, priorities and timeframes.
International cooperation has enabled major progress, but in the face of some global risks it may not be enough.
When a danger concerns everyone, we must be able to protect ourselves together.
WHAT WE ARE ASKING FOR
We, the undersigned, call on governments, international institutions and the world community to begin a concrete process to develop a shared capacity for prevention and action on major global risks, able to act when individual States cannot act effectively on their own.
We are not asking for an authority that governs every aspect of the life of countries and people.
We call for shared tools, limited to genuinely global issues, and founded on scientific knowledge, democratic representation, the participation of States, transparency and strong independent oversight.
THE FORM CAN BE DISCUSSED. THE NEED CANNOT.
It could be a new institution, the evolution of existing international organizations, or a model we have not yet imagined.
One possibility worth exploring is to gradually extend the principle underlying civil protection systems: from protecting populations within States to an international capacity to prevent and address dangers that threaten humanity as a whole.
We do not claim to already have the definitive institutional solution. We ask the international community to begin seriously looking for one.
WHY SIGN
One signature does not solve these problems.
But millions of signatures can show that there is a public demand for greater cooperation and for tools adequate to the scale of the risks we face.
Major political changes became possible when what seemed to be the concern of a few became the demand of many.
